Enhanced Learning Credits can be used for training for qualifications recognised as NVQ level 3 or higher. The Private Pilots Licence is recognised as NVQ level 3 equivalent. All other courses after PPL are therefore considered to be higher than NVQ level 3. See this webpage (http://www.courses4forces.co.uk/ministry.php) under "Other Qualifications" for confirmation that the MOD considers the private pilot's licence to be NVQ level 3 equivalent.
